Abstract:

The sporadic nature of sex education in the U.S., especially the tendency to create sex education campaigns when STDs are believed to be a significant threat and to drop these programs when concerns about STDs decline, has meant that the government's sex education campaign has been inconsistent. Additionally, the diverse nature of American society has made it difficult for PHS to create and implement a uniform message about sex and sexuality. If PHS and the government can learn anything from the past, then, it may be that sex education programs need to be funded in a less sporadic fashion and that the message which the government pitches needs to be a varied one.
